Confirmation of Major Financial Assistance for Rivière Rouge Road
The mayor announced that the municipality has received confirmation that, of the $15 million granted to the municipalities of the MRC d’Argenteuil under the Programme d’aide à la voirie locale (PAVL), an amount of $1.5 million has been allocated to us. This financial assistance will allow the completion of the final section of Rivière Rouge Road, including granular resurfacing, ditch profiling, culvert replacement, and brush clearing. The municipal contribution amounts to $628,000. The municipality plans to carry out much of the work internally, using its equipment and human resources, in order to minimize reliance on external funding.

Financial Assistance to Improve Safety on Private Roads
Under the financial assistance policy for the purpose of improving the safety and security of private roads, the council agreed to grant financial aid for 2025 to the following association:

- Lac Fawn Residents Association: $7,900 (safety and security improvements) + $3,950 (snow removal)
Draft By-law Regarding the Remuneration of Municipal Elected Officials
The council presented and tabled draft by-law 382-2026 regarding the remuneration of municipal elected officials. This by-law primarily sets the compensation of council members as well as expense allowances.
Draft By-law to Comply with the Loi sur le patrimoine culturel
The council adopted draft by-law 384-2026 concerning the occupancy and maintenance of buildings. In order to comply with the Loi sur le patrimoine culturel, every municipality must adopt a by-law on the occupancy and maintenance of buildings, effective April 1, 2026. The by-law must, at a minimum, cover heritage buildings listed in the MRC d’Argenteuil inventory and include standards to prevent building deterioration, protect buildings from weather and preserve structural integrity. This new by-law will help protect and enhance Harrington’s built and cultural heritage for future generations. For other buildings not included in the MRC inventory, the construction and nuisance by-laws continue to apply.
Draft By-law Regarding Filming Permits and Certificates
The council adopted draft by-law 385-2026 amending by-law 195-2012 concerning permits and certificates. This by-law establishes the fees applicable to filming within the territory:

- Authorization to occupy public roads (partial or full closure): $500 base + $200 per additional day
- Use of public property (municipal buildings, parking lots, land, parks, green spaces, and vehicles): $200–$300 per day
- Use of municipal services or employees: billed at double the actual hourly rate
Draft By-law Regarding the Number of Members of the CCU
The council adopted draft by-law 386-2026 amending by-law 196-2012 establishing the Comité consultatif d’urbanisme (CCU), to modify the number of members on the committee. The committee now consists of 7 members (previously 6) appointed by council resolution, including 5 residents of the Canton de Harrington (previously 4) and 2 elected officials.
Request for Financial Assistance for Volunteer Firefighter First Aid Training
The council authorized the submission of a financial assistance request under the Financial Assistance Program for Volunteer Firefighter Training to provide first aid training for the entire team of 18 volunteer firefighters.

Imposition of taxes and compensation for the Year 2026
Council adopted By-law No. 381-2026 establishing the imposition of taxes and compensation for the year 2026, including general property taxes, specific taxes for the Sûreté du Québec (Québec Provincial Police), the MRC d’Argenteuil share, fire protection services, and debt servicing. This by-law also provides for fees related to residual materials management, as well as special taxes for certain sectors. As always, property owners may pay their taxes in one or three installments (March, June, and September), depending on the total amount due, and interest will apply to late payments.

Summary of Key Council Decisions
Request for Extension of the Completion Deadline for Grant‑Funded Work (PPA‑CE)
Council authorized the General Management to submit a request for a one‑year extension to the project completion deadline under the Programme d’Aide à la voirie locale – projets particuliers d’amélioration par circonscription électorale (PPA‑CE). The work involves the replacement of culverts and the cleaning of ditches on Ward and Bates Roads.
Total cost of the work: $30,152
Grant amount: $19,366
Non‑discretionary expenses for 2026
Non‑discretionary expense: A mandatory and essential expenditure required for the proper operation of the municipality or imposed by law.
Council authorized the unavoidable expenses for the year 2026, including salaries, employee benefits, snow removal and auditing contracts, telecommunications costs, electricity costs, loan repayments, and other related expenses.
Legal Services for the Year 2026
The Municipality renewed the legal services offer from the law firm Deveau Dufour Mottet Avocats – Outaouais. The offer includes unlimited telephone consultations for all management staff, as well as the Building and Environmental Inspector. The term of the contract is one year.
Financial Assistance Aimed at Improving the Safety and Security of Private Roads
As part of the financial assistance policy for the purpose of improving the safety and security of private roads, Council approved the granting of financial assistance for the year 2025 to the following associations:

- Lakeview Residents Association: $1,900 (safety and security improvements);
- Lac Bleu Association: $4,500 (safety and security improvements);
- Lac Spectacles Owners Association: $3,316.11 (safety and security improvements) + $1,700 (snow removal);
- Domaine du Sommet-de-la Vallée Owners’ Association: $1,200 (safety and security improvements) + $600 (snow removal).
Adoption of Draft By‑law 383‑2026 Amending the Subdivision By‑law
Council adopted Draft By‑law 383‑2026, amending the Subdivision By-law (193‑2012). This draft by‑law aims to amend the provisions relating to park and playground fees by increasing the required contribution for a permit application to 7.5%, whereas the current by‑law provides for a contribution of 5%. Amendments are also made to the exemptions subject to this contribution as well as to lots resulting from cadastral renovation.
